You cannot work on a Tourist visa. The only work visa for which you don’t need qualifications and experience in a highly skilled occupation in which Australia is in need of workers, is a Working Holiday or Work and Holiday visa. You must be aged between 18 and under 31 and be a citizen of a country that has working holiday arrangements with Australia. Work and Holiday visas for people from some countries have additional (usually educational) requirements. http://www.immi.gov.au/visitors/working-… If you are not eligible for a WHV because of your age, country of citizenship or because you don’t meet the other requirements for people from your country, you are completely out of luck. Australia has no provision for any other type of unskilled work visa.
