Absolutely not. Meyers owns all the characters in her books, and will continue to own them for her lifetime + 70 years. This is true for most modern writers. You can be sued in civil court for copyright infringement by using her or any other authors’ characters. They were able to use characters from the Wizard of Oz books because the copyright has expired and the work is in the Public Domain.
