Both readers so far have missed the essential factors involved in this question. In mid and high latitudes the principle mechanism involved in the formation of precipitation is the ice crystal process also called the Bergeron process. But in the tropics where warm temperatures extend to much greater altitudes the precip process is by collision and coalescence. Since this occurs wherever and whenever cloud top temps are warmer than 5F, we can expect the precip that forms in the tropics to be rain all the way from formation to the ground. In the mid latitudes the precip that forms in clouds will be snow by the ice crystal process in the winter when cloud top temps do not support collision and colaescence. This precip often remain snow down to the surface even when surface temps are above freezing.
