Can kitchen or dining room chairs be re-glued?

Yes. Any wood framed furniture finished or upholstered can be re-glued. In order to make it last we re-drill the doweling, remove the old glue, re-glue it then clamp it back together and allow it to dry thoroughly. Then the legs are re-leveled and nylon glides are put on the bottom of the legs to reduce friction on carpet, wood and tile floors.
