I do not think you are asking an explanation for law of attraction between people but between electron and proton, between any two masses and so on. I do not think there is any explanation for this other than this that that is how things are. Neutral masses attract each other no matter what is te distance between them. All matter is electrical in nature and are held together by what are called electromagnetic forces: that is forces between particle which have charges or magnetic moments. Similarly nucleons are held inside the nuclei by some other kind of forces called nuclear force or strong force and weak force. Classically we used to think that the forces just act between the two particles wherever they are, known as cation at a distance principle. Now we postulate that these forces are mediated by exchange of some other particles again, such as photons, quarks, gravitons not yet finalized.
