Can Menlo noise ordinance be enforced?

It promises Saturday mornings free of the neighbor’s 7 a.m. lawnmowing; late-night parties wrapping up before midnight; and rumbling garbage trucks limited to daytime hours in residential neighborhoods. And — designed to address the needs of residents in a variety of noise-related scenarios — the ordinance includes plenty of details.
