No, it can’t. Shiftry’s Unlucky Wind Poke-Body only treats the coins the opponent flips during the opponent’s own turn as tails. Coins flipped in between turns for things like Special Conditions can’t be treated as tails by the Unlucky Wind Poke-Body.
