Can records automatically be protected/withheld based on the security classification / type of a record?

No. All relevant records, regardless of the security classification, must be reviewed by the departments Access to Information & Privacy (ATIP) Sections prior to being be protected/withheld from release. Exemptions under the Acts are grouped into two categories: mandatory and discretionary. Exclusions under the Acts include cabinet confidences and published materials.
