Car owners have an apparent green light to attach out-of-state plates to their front bumpers, said a spokeswoman for the N.C. Department of Transportation, Division of Motor Vehicles. “There is nothing in the motor vehicle statutes which specifically addresses the situation,” spokeswoman Margaret Howell said.
