I don’t think that Liz and Sam will ever be able to call a truce or be friends because Liz can’t let go of anything. Sam made big mistakes and there is no justifying her actions but Liz is no saint either. Liz has been forgiven for her actions and I understand that Sam’s actions, or rather inactions, put Jake in danger but she has apologized and I think that she is willing to earn trust and not just have it handed to her. Liz just does not like Sam and will hold on to whatever justifies her presumptions of her. There’s no way to work through this because Liz will never let Sam reearn trust since she dislikes her so. Sam wanted peace between them and wanted to work toward trust a few weeks ago because she realized how much she was starting to love Lucky but Liz wouldn’t hear any of it. I don’t see how them both almost getting killed by Diego will help Liz to forgive.
