Can scientists manage science?
For as far ahead as any of us see – and whatever government is in power – funds for science will be constrained. As John Ziman, chairman of the Science Policy Support Group has said, science is now ‘moving into a dynamic steady state in the sense that adjustments to change have to take place within a roughly constant envelope of resources’. To get best value from the resources devoted to science, something has to change; a different approach is needed.
