Tom, what you are looking at is the input revolution to your ratio from your engine and the output after it has been transmitted through the respective gear! If you have a 50 tooth gear wheel and a 25 tooth gear wheel, then the ratio will be 2:1 This is a basic expression of what happens in you gearbox. I would assume that the ratios are expressed from the input shaft and output shaft of your gearbox. You then have a ratio from you front drive sprocket and rear driven sprocket.

Many bikes are made with the gearing too high (ie; sometimes you feel that have to change down to first gear too soon). On my Aprilia, it was a pain in the neck; until I changed the front sprocket from 17 to 16 teeth. It does affect your top speed a bit; but the performance advantage makes up for it.
