Generally, we don't recommend painting at all over wallpaper. However, if the wallpaper is tightly adhering to the wall, prime first with an oil primer and then use Special Effects Base Coat. For paneling, ensure that it is clean and in good shape. If the paneling is too smooth, it will not accept the Base Coat paint. You can use a bonding primer to help in this situation or use a fine grade sandpaper and lightly sand the surface.  more
