Here is my reasoning – Up until 2004 Democrats could always boast a higher voter registration tally but with the Republican GOTV (Get Out the Vote) effort started in 2000 the GOP has been able to close the gap. What this means is that in the last two election cycles (2004 and 2006) it was independant voters who decided contests (generally speaking). For instance in 2004 3 out 5 independant voters voted for a Republican while in 2006 1 out of 5 independant voters voted for a Republican. What that tells us is that on election day the GOP will get their people to the polls and the Democrats will do the same so the people who are deciding elections are the people who will vote for whoever they want no matter party line.
