Can the Beta TSE “exactly” apply any desired data rate?

No. The internal calculations for computing the data rate are performed down to nanosecond or microsecond resolutions, yes nanoseconds! The queuing mechanism is currently only able to resolve down to about a tenth of a millisecond. This is a programmatic limitation which balances efficiency and accuracy. I.e. it can be modified to any arbitrary level of resolution. This results in slight to moderate inaccuracies for data rates that exceed 500K bytes per second. This issue is to be partially addressed in the Open Beta build of the NLM.
