Yes. The TSE has been tested with bursts of over 10000 frames a second, 10 times the rate expected even on busy servers. It can be used to limit IPX and IP clients to arbitrary data rates. For example you can limit each IPX client connecting to the server to no more than 500K bytes per second or some other rate you assign. However, there are issues with the accuracy of data rates above 1000K, 1 MB, per second.
