Can the Board of Directors order exterior maintenance be done by an outside contractor if the owner has been negligent in maintaining the property?

Yes. After giving the owner a 6 months notice. The owner will then be charged the cost of the maintenance done against future assessments or an assessment lien will be filed against the property. See Article VI, Section 1-4, Covenants.
