Can the failings of the England cricket team be blamed on the County set-up?

In English county cricket, there are good players, the competition is good, and quality of cricket played is good. Why change it? But England selectors stick with the same set of players, rotate between them and give chance to a newcomer once in a while. That has to chance. English counties, though, play too many matches which should be brought down. Formation of an elite league outside the county setup is not a bad idea. ECB should create a league with 5 or 6 teams, those teams should comprise of the best English players from all the counties. These players should be the immediate pool of players that should be in line to be selected for the England Cricket team. Any England international who has to prove his fitness and form should do it by playing in this league. Any player part of this league can play for his respective counties with the permission of ECB. Such a league will help ECB to monitor the best talent available in the country very closely, and give special attention to tho
