Can the outside surface lot be used even when the garages haven’t filled up?
No, the outside lot is only to be used when the garages have reached maximum capacity. The entrance to the garages are closed and signs are put up when they are full, so if you are able to enter the garage that means there are still spots available on the upper floors. Please check the rooftop on the west deck garage for available parking spots.
