Can the Plebiscite be conducted without any external and internal forces?

Nagas (NSCN-IM) are in their 8th year cease fire negotiation after fifty years of freedom struggle. Ours in Manipur still with arm struggle even after two and half decades with too many fractions, confused with whom to negotiate. In the history of humanity and world, this is the post-modern era; an important era for any state, country and the world to catch up the pace where world is marching toward global power especially through economic and educational development. These two have been very badly stricken by insurgency movement in the state. The public are afraid where the insurgent movement will take the state while neighboring states, nations attempt to global power. Plebiscite is what our UGs have been demanding.
