Can the UK Parliament still consider laws in areas where the National Assembly for Wales has competence?
Yes. LCOs confer competence on the National Assembly, they do not transfer competence. The National Assembly does not have sole discretion to consider legislation in devolved areas. This means that Parliament can still bring forward legislation in devolved areas. By convention, if Parliament is making legislation which the Assembly could have made, the Assembly’s consent will be sought.
