Can voting districts be set up so minority voters will be the majority in them?
• A: Yes. Localities can create “majority-minority” election districts. But the districts must be drawn on traditional, non-racial principles, like customary geographic boundaries. Districts may be drawn so as not to split up communities of shared interests. A locality must have a compelling reason to take race into consideration in drawing districts.
