Yes. A lead agency and/or project director different from those listed in the brief proposal may be proposed in the full proposal application. However, adequate information and justification must be provided in the Full Proposal Narrative (under the Organizational Capacity section) to support the proposed change(s). Additionally, letters from the previously proposed lead agency and/or project director stating support of the requested change(s) must be included with the full proposal application. It is also important to note that the organizational capacity of the lead agency is part of the brief and full proposal review criteria, and will play a factor in the final award decisions.
