Can we progress the proposed transfer while campaigning to persuade the Scottish Executive to give councils the same rights as housing associations?

The Council has been in discussions with the Scottish Executive for some time now regarding the issue of funding the ambitious targets set in the City Housing Strategy. A great deal has been secured for the city in a £2bn funding package that will enable all the strategy’s objectives to be met. The Council would not have recommended joining the Community Ownership Programme to tenants if this wasn’t the best way forward. Doing the best by Edinburgh tenants means securing this massive investment as it is too good an opportunity to miss. The financial framework behind all of this is primarily the responsibility of Westminster, not the Scottish Executive. The Council does not believe a campaign to change the rules would be successful.
