In Town Duty Free malls are ussually open for tour groups, which of course its members already have a fixed ticket for leaving the country. If you come alone they would definetely ask for your guaranteed retun ticket to make sure that the items purchased shall be taken away from the country. Some in town DF malls in some countries even has the policy of confiscating the items you have purchased directly to the airport so that you can claim it on the gate before entering the aircraft when leaving the country, a.k.a. you cannot directly have the items upon purchase.
