I contacted Frontier Airlines about this and basically they recommend you ship your dress separately. They advise anything that is carried on has to fit into the carry on dimensions. Or you would have to pack it in your luggage.

Call the airline about the specific aircraft you are scheduled to fly on. Some of the Frontier jets are actually CRJ Regional Jets provided by Horizon Air and may have limited space for large carry on bags or boxes.
