Can you comment on the suitability of using the moist blue litmus paper to identify ammonia gas?

You need to use moist red litmus paper to test for ammonia gas, not blue. Ammonia is the only common basic gas that is likely to be encountered in a school/college laboratory, and so testing a gas with red litmus paper to see if it is basic is (at GCSE level in England anyway) taken as a sufficient test for ammonia.
