You need to use moist red litmus paper to test for ammonia gas, not blue. Ammonia is the only common basic gas that is likely to be encountered in a school/college laboratory, and so testing a gas with red litmus paper to see if it is basic is (at GCSE level in England anyway) taken as a sufficient test for ammonia.
