Waves travel in a particular direction, even water waves. So if a stationary point in the water see the water waves traveling past it with frequency f, a boat traveling in the same direction as the waves will encounter the waves with a frequency less than f (crests/troughs will pass less frequently) and a boat traveling in the opposite direction as the waves will encounter the waves with a frequency greater than f (crests/troughs will pass more frequently.) This is a result of the Doppler effect with respect to water waves.
