According to Rich Velay, the Europa Guru, the only time you may do this is when the unit is not required to retreat. In MTV this means that the German player could have an attack where he must lose a specific number of combat factors. If he cadres a 16-18-5 division, this yields 16 combat factors. By eliminating the cadre (a 7-8-5) he then satisfies another 7 combat factors. This option is not available to the losing player in the AL/DL result since the cadre/remnant must retreat and cannot then be used to further satisfy loss requirements.
