There’s been plenty of speculation about what’s going to be in there, and more to the point what isn’t: as things currently stand, the Shuttle has a funding shortfall of several billions of dollars between now and its planned retirement in 2010. That money has to come from somewhere, and given the tight budget environment, it’s unlikely that NASA will see any extra money to cover it. So something has to give.
