Could primer be applied on the clear coat of the car?

If you ever made up your mind for a color of paint to put on your car until you got rid of it would be a better idea.This way you could just paint it once and forget it.But if you want to put primer on top of clear coat go ahead it won’t hurt anything but it will flake off at some point in time.I would take it back down to bare metal and start over and make sure this would be the final coat the car will ever get unless you plan on driving this car until the wheels fall off.
