Windows 95 didn’t support USB. The original version of 98 sort of supported USB but not very well and had poor driver support. 98 Second Edition is really the minimum for USB devices to work properly, but you needed to install extra device specific drivers for memory sticks & cameras which work in XP without drivers. The bugged Millenium Edition was the first to properly support USB, with plug and play for memory sticks & cameras without drivers but it was short lived and poorly supported.
