No, they do not. For example, if a Gate card had 200 G-Power and the Ability card doubled that, you would get 400 G-Power. If your opponent threw down the same card, he would only get 400 G-Power as well since the Ability card boosts Gate card G-Power, not Gate + Ability combined.
