Yes. The City of Phoenix implemented a non-access ordinance on May 1, 1995. The City of Tolleson and City of Tempe have adopted the draft model ordinance. Several other cities have heard the ordinance in study session and are in the consideration process. The "non-access" ordinance has been upheld by the United States District Court, Northern District of California in The Sherwin Williams Company, et.al. vs. The City and County of San Francisco.
