Areas of high and low air pressure in the upper atmosphere determine the locations and strength of jet stream winds. All winds blow from high toward low pressure, but not directly since Earth’s rotation and other factors also determine paths of winds. Explaining the winds becomes very complicated and your best bet for understanding them is to borrow or buy a good meteorology book.
