Do colleges ever count Programming Languages as “foreign language” study?

I was wondering if any high schools allow a computer programming class to fulfill a second language requirement… or, specifically, if knowing computational skills in Java or some other computer language could be considered a second language skill. For example, in our high school, they are mandating a third language, but I would like to put forth the argument that it is better for students to have two languages PLUS a computer language, rather than 3 traditional languages. Am I off-base here?
