Just passing through the canal by private boat, this is only an educated guess, but I really doubt it. Can you imagine if every shipping vessel with it’s thousands of men on board were required to have visa to transit? Doesn’t make sense. I do know the following. To go ashore it depends on your country of origin. To leave US soil by cruise boat or air travel you must now have a passport. When you fly into the Tocumen you need a visa.
