No license required because they ARE NOT legal on public roads. Not ever. You cannot add equipment that will bring them up to legal status. They are designed for closed courses. Are they legal in Canada? Sure. Just not on the roads. Sorry. Get a moped instead. Usually you only need a valid driver’s license for a moped, but not the Motorcycle certification.
