Do New Hire Reports need to be submitted for independent contractors and subcontractors?
The business/organization must first determine whether there is an employer/employee relationship. If the relationship meets the Internal Revenue Service test for an independent contractor relationship, the business/organization is not required to report. In this case, contractors are responsible for reporting their employees.
