What the good doctor has said is halfway true, but the answer to your question is no. In nature, darker colors absorb more colors of light. Black absorbs all light and that is why our pupils are black. If they were any other color we would not be able to see that color, i.e. if they were blue, no blue light would enter eyes but would instead be reflected. The iris around the pupil is pigmented. Irises that are darker will reflect less light. Light reflected by the iris is called scatter and high levels of scatter interfere with vision by causing glare. People with lighter irises are therefore more susceptible to glare and thus more sensitive to bright lights. This would mean that people with darker irises would see better at night when shadows and moonlight cause many different light conditions or especially during night driving with bright headlights.
