Filtered water is better for plants as it removes the chlorine and chloromides that are harmfull to the living cells of the plant. It also filters out heavy metals and many polutants that could be potentially harmfull and restores a relatively neutral PH. Unfortunately it also takes out many valuable trace elements and minerals that the plant needs to be healthy and strong. So it is a double edged problem. But to answer, filtered would be the best choice. Additional nutrients could then be added to give a more controlled water solution.
