No, poor performers will not have money taken away. Instead their pay will be frozen. However, employees who are not performing at the FME level will not be eligible to receive a performance pay increase and will not automatically receive any pay adjustments, in contrast to the current GS system, which allows all employees to receive, at a minimum, at least the annual pay adjustment in January of each year.
