yes they do they are classed as a hackney carriage i:e a taxi which is a car so they will pay the same as a car or taxi all road tax is worked out on class of vehicle i:e emergency service vehicles are free recovery trucks are a bit cheaper to tax so it all depends on the class of vehicle same as you buying a lorry and turning it into a Mobile home it would then become a private vehicle i:e same as a car because the class has changed hope this helps
