It is not a commonplace practice but in rare cases the RSPCA may do this for an exceptional owner and an animal with specific or difficult needs to meet. It is likely that the new owner would pay any costs involved or that the costs would be donated by one or more companies. In my experience when an animal is sent interstate then it is delivered to a shelter in that state where the new owner will claim it and pay any costs/sign microchip paperwork etc. This way it would be very unlikely that they wouldn’t pick the dog up but if they didn’t then the RSPCA would have the animal on their premises to home with another person. It is illegal to fly puppies under 8 weeks in Australia and pups over this age should cope ok with a flight if they are fit and healthy. They are generally provided water if the flight is a lengthy one (about 5 hours max within Australia). Of course being a TV show it may have been about publicity as well as the wellbeing of the animal!
