Do saved cheats cause glitches in GTA vice city?

It’s possible. When i saved a game, the loading screen took ages to load( The one during the game, not the loading screen after you load a game). Plus it might have an effect when loading it such as buildings not loaded well, cars and pedestrians don’t appear, no buildings and walls etc.
