No. Schools and educational nonprofit organizations do not pay for excess computer equipment they receive through the CFL program. Title 15 USC and EO 12999 are silent on the issue of packing, shipping, and transportation. Accordingly, the decision on who is responsible for shipping and transportation costs is left to the discretion of the holding agency.  more
