Unless a contractor has contracts directly with the Federal government (not with a transit agency that has a Federal grant), the contractor does not need to register in CCR. For the purposes of 1512 reporting, the direct recipient and any sub-recipients that the direct recipient has delegated to report in FederalReporting.Gov must register in CCR.
