Most won't, simply because most teenagers don't have the skills for writing yet. People like C. Paolini aren't the norm, even though he has some passable talent (although his writing style is both overdone and too arrogant) because his parents' publishing house put out his book. Most teenagers (and this is speaking as a writer who has been there, and done it) have the raw talent, but you need proper education to be able to write a book that is publishable. Until you've been through classes to teach you HOW to write, you're only going to produce things your limited experience can give you. You will also be writing in a very unrefined fashion that most publishing houses can know right off the bat.
