If you’re a civilian that hasn’t been in the military, you shouldn’t present arms. As for current military/veterans, about a year ago there was a letter sent out that said they finally allow for them to salute while in civilian clothes at football games/races/etc. Prior to that, everyone in civilian clothes, military or not was to just put their hand on their heart.
