I’m a little late in addressing this basement window issue, but wanted to quickly add that basement windows (in order to count as bedrooms or “livable” space), must be egress in style. Meaning, they must be at ground level, sizeable enough to escape; if they are below grade, they too have to be sizeable for escape with a window well and secure ladder (code) for escape. Hope this helps.
